Suspected Unapproved Parts Details

Information received during a Federal Aviation Administration (FAA) suspected unapproved parts investigation revealed that Chatsworth Rubber (CDL) located at 7223 Canoga Avenue, Canoga Park, CA 91303, sold MS and NAS O-Rings that were not in accordance with specifications. Several were labeled as “Parker” (and some misspelled as Parkert”) O-Rings. Chatsworth Rubber sold the O-Rings to several distributors, FAA production approval holders, and for a variety of military and commercial applications. Evidence indicates that Chatsworth Rubber may have deliberately altered material certifications and test reports to satisfy customer requirements. The following changes were found:
• Specifications were added
• Batch numbers were added
• Cure dates were added
• Compounds were added
The Department of Transportation Office of Inspector General (DOT-OIG), Department of Defense OIG (DOD-OIG), National Aeronautics and Space Administration (NASA) DOTOIG conducted an investigation. The FAA, DOT-OIG and DOG-OIG performed tests on the O-Rings which revealed that they did not meet specification requirements.
