This Notice of Proposed Amendment (NPA) proposes increasing the alignment between the EU air operations regulatory framework and relevant International Civil Aviation Organization (ICAO) Standards and Recommended Practices (SARPs) and Documents related to the ICAO Universal Safety Oversight Audit Programme (USOAP), by proposing non-controversial amendments to the acceptable means of compliance and guidance material to Commission Regulation (EU) No 965/2012. This will improve the effective implementation of ICAO SARPs by the European Union Aviation Safety Agency (EASA) and EU Member States in the area of air operations.
The proposed regulatory material is expected to maintain, and in some cases enhance, the level of safety and to provide benefits in terms of efficiency, with a very low economic impact and no environmental or social impact.
