EASA extension of scope: timetable

Following its extension of scope, the Agency is developing Implementing Rules which will after a consultation period be sent to the European Commission as Opinions (more information on the Agency’s Rulemaking Procedure can be found at easa.europa.eu). During the summer of 2009, the Agency and the Commission established a common position on how to proceed with the first extension which was welcomed by the Agency’s Management Board. This joint position establishes certain principles and prioritises the work to be accomplished. More information can be found here. The Agency is now implementing the prioritisation and principles and has developed a more detailed planning which is subject to regular review as the work progresses.

The implementing rules for commercial air transport operations have been voted by the EASA Committee. In accordance with the Comitology procedures, they now await translations before being sent to Parliament and Council for a 3 month scrutiny period. This process was not finalised by 8 April 2012. Instead, the Commission estimates a publication date in the second half of 2012.

Concerning the rules for non-commercial operations and aerial work (specialised operations) the process might not be concluded before the end of 2012. Further information will be provided on this website in due course.
