26/01/2013 Joint EASA/NAA regional workshop in Vienna on Regulation Aircrew, Part-MED, organised by Austrocontrol. The workshop was addressed to Aero-medical examiners in support of Austrocontrol in their effort to implement Part-MED of the Aircrew Regulation. The EASA presentations covered the structure of the Aircrew Regulation, which consists of regulations 1178/2011 and 290/2012, and specifically focused on Annex IV Part-Medical of EU regulation 1178/2011, on requirements for medical certificates, training and certification of AMEs as well as on transition from national to European requirements.

18-19/09/2012 Lisbon, INAC: a workshop for approved training organisations (ATO) on the new Aircrew Regulation was provided by Agency staff in collaboration with CAA Portugal. Presentations are available here.
03/09/2012 The fourth and final Opinion on the draft Regulation on Air Operations has been published: Opinion 03/2012. It concerns commercial air transport A-to-A operations and commercial air transport with sailplanes and balloons. In addition, it introduces an amendment to the Aircrew Regulation specifying how approved training organisations can offer flights against remuneration. An Explanatory Note explains the provisions introduced with this Opinion.
16/04/2012 The Agency has published the third Opinion on the draft Regulation on Air Operations: Opinion 02/2012 contains the draft requirements for Part-SPO (specialised operations – e.g. aerial work). There is also an amendment to the Cover Regulation as proposed in Opinions 04/2011 and 01/2012 and an Explanatory Note.
05/04/2012 The remaining three annexes of the Aircrew Regulation (containing Part-CC, Part-ARA and Part-ORA) have been published in the Official Journal. Commission Regulation (EU) No 290/2012 amends Regulation (EU) No 1178/2011 laying down technical requirements and administrative procedures related to civil aviation aircrew. The Agency intends to publish the corresponding Acceptable Means of Compliance (AMC) and Guidance Material (GM) in the coming weeks.

The implementing rules for commercial air transport operations have been voted by the EASA Committee. In accordance with the comitology procedures, they now await translations before being sent to Parliament and Council for a 3 month scrutiny period. It is unlikely that this process will be finalised by 8 April 2012. Instead, the Commission estimates a publication date in the second half of 2012.

Concerning the rules for non-commercial operations and aerial work (specialised operations), the process might not be concluded before the end of 2012. Further information will be provided on this website in due course.
01/02/2012 The Agency has published the second Opinion on the draft Regulation on Air Operations: Opinion 01/2012 . This contains the draft requirements for non-commercial air operations, divided into two Annexes covering complex motor-powered aircraft (Part-NCC) and other-than-complex motor-powered aircraft as well as sailplanes and balloons (Part-NCO). In addition, an amendment to the Cover Regulation proposed in Opinion 04/2011 (‘OPS I’) and an Explanatory Note are available.
26/01/2012 EASA published the Comment Response Document (CRD 2011-05) on implementing rules on Third Country Operators (TCO) engaged in Commercial Air Transportation (CAT) in Europe. The CRD is available for comments by all stakeholders until 26/03/2012.
18/01/2012 EASA today published the Comment Response Document (CRD) on implementing rules on Flight and Duty Time Limitations and rest requirements for commercial air transport with aeroplanes, commonly known as FTL regulations. A special edition of EASA News on this CRD can be downloaded from here
20/12/2011 The Agency has published the Acceptable Means of Compliance (AMC) and Guidance Material (GM) of Part-FCL (ED Decision 2011/016/R) and Part-MED (ED Decision 2011/015/R), corresponding to the new Commission Regulation (EC) No 1178/2011 on Aircrew.

This CRD contains the requirements for specialised operations (including commercial and non-commercial aerial work) and commercial air transport operations with sailplanes and balloons. 06/10/2010 The Comment Response Document (CRD) of NPA-2009-02d "Implementing Rules for Air Operations of Community Operators - Part-AR (Subpart GEN, OPS and CC)" is now open for consultation on the EASA website. Due to the size of the document, CRD to NPA 2009-02d will not be published in the Comment Response Tool (CRT), but only on the Agency’s website together with CRD covering NPA 2008-22a and 2008-22b.

27/08/2010 Opinion on Flight Crew Licensing (FCL) has been published. The Opinion is a proposal by the Agency to the Commission for a harmonised regulation on FCL. This new regulation will ensure that the same pilot licensing requirements and related high safety levels apply in all Member States. For more information here. The Opinion can be accessed here.
13/08/2010 EASA Conference on Authority Requirements and Organisation Requirements, Pullman Cologne, 20-21/10/2010, is now open for registration. The conference will inform stakeholders within national aviation authorities and industry about the content of the comment response documentation for the related NPAs. The Agency initiated the comment review of the authority and organisation as well as air operations requirements. The comments are currently analysed together with experts from national authorities and industry.

The Agency established 5 review groups. One group addresses the general authority and organisation requirements. The 4 other review groups were established in the field of air operations addressing Commercial Air Transport, Aerial Work, Non-commercial aviation with complex motor-powered aircraft and non-commercial operations with other than complex motor-powered aircraft. 03/02/2009 The Agency initiated in parallel a rulemaking task on Flight time limitations and rest requirements for Commercial Air Transport by aeroplane. The rulemaking group has conducted 2 meetings and includes experts from aviation authorities, operators and flight and cabin crew. 3/11/2009 EASA is continuing its review of the comments received for the NPA on Pilot Licensing as first priority. Good progress has been made and more than half of the comments answered and solutions been found for many of the issues that were raised by stakeholders. The comment review of the NPA on authority and organisation requirements as well as OPS is just starting with a focus on the general authority and organisation requirements and commercial air transport.
15/09/2009 The Management Board of EASA welcomed a common position of EASA and the European Commission setting out priorities for the extension of the Agency’s responsibilities in the areas of Flight Crew Licensing, Air Operations and Third Country Operators (1st extension), as well as in the field of ATM/ANS and Aerodromes (2nd extension). Extensions of comment periods of NPAs on Operations and Authority Requirements, Operational Suitability Certificate, and Air Operations: As stakeholders needed more time to comment we have decided to update the timetable and extend the deadlines.

18/03/2009 Currently the EASA Rulemaking Team is reviewing more than 11.000 comments received for the NPA on Pilot Licensing. The first overview showed that the stakeholders have sent very useful input on all areas of the proposed rules. The next step of the Rulemaking procedure foresees to involve external experts and to set up a review group. Together with Agency staff this group will review and respond to all comments received, and eventually publish a Comment Response Document (CRD). The CRD will then be published for a further two-month consultation
