NPAs and Opinions ATM/ANS

Notices of Proposed Amendments (NPAs) are the result of the work on Rulemaking tasks. The tasks are supported by Rulemaking groups. Tasks are based on Terms of Reference (ToR) which define the problem and outputs which have been agreed upon with the consultative bodies(1) of EASA.

The NPAs are laid open for public consultation. Stakeholders’ comments will be summarised and replied to by EASA some time later in a Comment Response Document (CRD). Thereafter, EASA will make a well-argued case for its choice of rules, with Accompanying Means of Compliance (AMC), Certification Specifications (CS) and Guidance Material (GM) to be included into its formal Opinion to the European Commission.

This opinion is then the basis for a legislative proposal by the Commission for the final adoption of the rules, achieved by a legislative process called "comitology".
