Notices of Proposed Amendments (NPAs) are the result of the work on Rulemaking tasks, which in the case of aerodromes are the following:
- ADR.001 - Requirements for aerodrome operator organisations and oversight authorities
- ADR.002 - Requirements for aerodrome operations
- ADR.003 - Requirements for aerodrome design
The tasks were supported by Rulemaking groups. Tasks were based on Terms of Reference (ToR) which defined the problem and outputs and were agreed upon with the consultative bodies(1) of EASA.
The NPAs are now open for public consultation. Stakeholders’ comments are collected via the CRT-tool and summarised and replied to by EASA later in a Comment Response Document (CRD). Thereafter, EASA will make a well-argued case for its choice of rules, with Accompanying Means of Compliance (AMC), Certification Specifications (CS) and Guidance Material (GM) to be included into its formal Opinion to the European Commission.
This opinion is then the basis for a legislative proposal by the Commission for the final adoption of the rules, achieved by a legislative process called "comitology".
